I recently reinstalled windows on my PC for personal reasons and downloaded all my games etc.
I installed EVGA PrecisionX to overclock my GPU:

When I begin playing GTA V, strange artifacts appear on my screen. They are random, without any pattern, and look like red squares covering the whole display. It’s really bothersome.
I attempted to take a screenshot, but couldn’t capture it.
I also reinstalled GTA V thinking that might be the issue, but it didn’t resolve the problem.
My specifications:
OS: Microsoft Windows 10 Home 64bit
CPU: i5 4690k
CPU Cooler: be quiet! Shadow Rock Topflow
GPU: MSI GTX 970 4GB Gaming
Motherboard: MSI B85-G43 gaming
PSU: Cooler Master B600 Ver. 2 (a very low tiered PSU)
RAM: Corsair Vengeance - DDR3 1600Mhz 1x8 GB
Drive #1: Samsung 850 EVO - 250GB
Drive #2: Seagate Barracuda 7200 RPM 1TB

It seems like your VRAM clock is set to high. You're attempting to run it at 8050Mhz, but only a few people manage to get suitable chips for that. Also, the MSI 970 has limited VRAM positioned at the back of the PCB without adequate cooling, which causes it to overheat.
Well one thing is that a cheap (bad) psu is really pretty shitty for gaming, which is why we don't recommend it—it's not safe and this issue could be caused by voltage fluctuations at lower loads. (http://www.playtool.com/pages/artifacts/...emory3.gif) is caused by video RAM failing, meaning some data being stored on the RAM is failing. This one is pretty common. Find us a picture of what it looks like on Google or take a photo with your phone to help us better understand.

It is most like your VRAM clock being set to high. You're trying to run it at 8050Mhz, but only a few people have the luck to get good enough chips for that. Also, the MSI 970 has few VRAM placed at the back of the PCB without proper cooling, which simply overheat. What speed do you think would be better?
