I think the Windows Task Manager is giving you the accurate picture instead of the GeForce performance overlay. Since your CPU fan spins quickly and the case gets hot, you might want to lower your CPU usage so it doesn’t stay at full speed constantly. The software often pushes your CPU to 100% for optimization, which isn’t ideal for comfort or efficiency.

Task Manager needs minimal resource usage on a Ryzen 5000 setup. It lacks a subprocess dropdown (the arrow on the left). Likely, malware is hiding there to reduce detection. Use Windows Defender and Malwarebytes on the whole system, or back up and reinstall Windows if needed.

The task manager often displays elevated activity for a brief moment upon launching, requiring patience of about five seconds for stability before capturing a screenshot; otherwise, the output may be unreliable.

I took it from the "always at 100%" statement and the idea of comparing across programs, which suggests the user invested more time than just a short moment before realizing the issue. But yes, if this snapshot came right after launching Task Manager, the activity wouldn’t seem out of the ordinary.
