Beyond what @RollinLower mentioned, it seems the developers might not have intended to include that feature either. This could be a choice the publisher made since they're financing the game's creation. Edited December 13, 2017 by M.Yurizaki

The publishers need to clearly define the elements of a game, and they've often pushed for additions to include in previous releases.

I support having real age checks and strong penalties for using fake IDs or forging documents. This applies to buying alcohol or accessing clubs online too. If it's illegal face-to-face, shouldn't it be too? Also, don't assume they're naive; they can copy IDs and exploit systems if they understand the risks.

Wouldn't it be better if parents kept their cards away from their children? Why should the government step in to shield families from personal mistakes? Let them face the consequences themselves.

All I'm going to say is, I'm a 17 year old who has spent money I earned from my job on tf2 cases. Isn't that different than say a 10 year old taking mom or dad's credit card? a 17 year old should know what they're spending their money on. I don't really consider it gambling because there is no real monetary reward, I mean sure you could trade with someone for more digital items which could be used to get other digital items. and some digital items are backed by some dollar amount but it's highly arbitrary.
