The combination of the 3900x and the 2080 Super consumes roughly 350 watts together. It seems unlikely the remaining load would exceed another 100 watts or so, so your power supply should handle it well. Also, I haven’t experienced any problems with Corsair PSUs even when they approached their rated capacity.
It's sufficient to have enough wattage, but combining a $500 CPU, $700 GPU, and a $60 power supply isn't recommended.

You're referring to a specific component, not a general experience. Choose between an orange label from Corsair or an N1 from EVGA. These are among their most affordable PSUs. They should work fine, correct?
