For high, pay attention to the road ahead. And the trees... I think it's related to DirectX. My friend had an issue with GTA where the graphics were poor at high settings after changing DirectX, but it improved afterward.

Seems identical to what came before... It could be your VRAM is overloaded while H4 tries to prevent GPU from moving data to RAM, possibly due to your storage device.

(GTX 980Ti) During that time, while handling the return process, I used my old 2GB XFX R7 270 and could only play at very basic levels. A key distinction is whether you enjoy customizing vehicle designs or applying pre-made decals—if you can add detailed graphics, pay attention to the graphic settings for those options.
