I'm using a B350M Pro with a Ryzen 3 1200 and an EVGA graphics card. I want to upgrade the CPU to avoid the GPU being a bottleneck. I checked MSI's website but it's confusing, so I need advice on what to change or what would work best.

You could consider replacing the board with a 3000 series chip, but since newer 3000 series options aren't worth it compared to 5000 series chips, it's better to upgrade the motherboard and CPU together. Adjust RAM purchases based on your budget. What’s your budget like? And where are you planning to buy?

I have sufficient funds for a completely new PC build after this, and I plan to gift it to a friend, which explains why upgrading the motherboard is necessary even though I know about it. Additionally, I'm looking to purchase used items on Facebook Marketplace.
