@ alphabeta Something isn't right. I was getting a solid 60fps with the occasional dip into the high 40's with my old 7950 at 1080p and everything maxed except shadows. My 7950 was a very strong one, but not as strong as a 280X. I'm also running an i5-4570 which isn't much faster than your 4440. So you really shouldn't be CPU-bound like this. Check to see what else you have running in the background... Something must be taking up your CPU resources.

The process is CPU-heavy, likely needing background tasks to fully utilize a Haswell i5. This title doesn<|pad|>'s demands are low, and on a similar CPU I achieved around 1080p at 60fps with a 7950.

You identified the issue clearly. It seems something was affecting performance, though closing all running apps helped. Likely it's related to Rapter. The CPU usage stays below 55% and the GPU operates between 45-50% with around 30-35 fps. I pushed Ultra settings to their limit with Ubersampling enabled. Now the GPU usage jumps to 95-98% while maintaining 30-35 fps.

I recently tried raptr and discovered it was really draining system resources. It didn’t perform well and even made some of my games slow or crash. Remove raptr if you can, as it’s not worth it. When installing catalyst driver updates, opt for a custom install and turn off raptr to avoid reinstalling it.
