Hello everyone. I have a brief question. On Windows 10, I can add a link to the taskbar with a small arrow that opens a folder list when clicked. I've been trying to do this in Windows 11 but keep getting stuck. Anyone can help me out!

Right click the taskbarm select toolbars, select add toolbar. Pick the folder and confirm.

Windows 11 made many changes to the taskbar, which probably led to its removal. You may still have some flexibility by using a different third-party shell replacement such as Start 11.

It seems the feature has been taken away from Windows 11.
You might want to check this third-party app: http://github.com/samuelSVD/TrayDir/releases/latest
I tried it recently and it works fine. I think other similar tools exist.
