Yes, you can create a system image from Windows 7 and apply it to Windows 8.1.
I am transferring my mother from my home computer running Windows 7 to her new laptop using Windows 8.
Are you asking if the system image includes a backup of your Windows 7 version?
I mainly worry about losing my files and programs. I don’t like having to begin from scratch.
Files are simple to handle. Just copy all folders with what you need to keep. This includes many setup files from AppData and similar. Most programs let you save user preferences. For software, games on Steam or Origin work smoothly. Otherwise, you might need reinstalls even if you just switch Windows to another drive.
At least I don’t deal with games that erase all my progress. Most stuff is stored on files and can be relocated easily. I just need to choose whether to contact Microsoft and fix the issue or stick with my Windows 8.1 key. I can still get affordable Windows 8.1 licenses, but with Windows 7 it’s not so reliable.
