I forced it to operate at 4.0 x16 in the BIOS but it only works at 4.0 x8 or 5.0 x8 when I adjust the settings. During gaming, I can't exceed 60% GPU usage and around 200 watts. The main limitation my system displays is a full bus load at 100%. However, I can achieve 100% usage and 360 watts with other GPUs like Furmark or benchmarks. I haven't removed the riser cable yet, but that will be my next action after work today. I've tested 4G encoding both on and off, rebar on and off, but everything else remains consistent. Is it a 50 series issue? Could there be another one?

I believe the problem likely relates to the physical component, such as the riser cable. PCIe 5.0 x8 offers the same speed as 4.0 x16, so it should work.

It seems the game's usage stays below 60% even after adjusting settings, indicating the slot PCIe is completely full. Running it in x16 might address or ease this problem.

I analyzed the information provided and determined the next steps. I checked for any relevant screenshots or references, including the requested image links. The response included a note about uploading to imgur.com and showing a specific GPU-Z screenshot.

Operating at PCIe 5.0 x8 or x4 won't resolve the 60% usage problem. Something else might be causing it.

The bus load reading isn't consistently reliable for the 50 series cards. I've been looking into this online before, but I hadn't really focused on it much. It seems this issue is fairly typical with the 50 series, yet no clear explanation came up. While PCIe 4.0 x8 might not seem problematic due to only eight lanes, running just that many lanes appears unusual. Testing without the riser cable could be helpful. I recommend unplugging it from each end and reattaching it to check detection, as this should be easier than dismantling everything.

I've rearranged it several times while adjusting the slots where my nvmes are placed just to confirm it wasn't that issue. I think it's time to take it apart and check how it goes. Good luck...

I took out my mobile last night and connected the 5080 with no cable still running in x8. A friend who has a 5080 came over, and it was still in x8. Then I put my old 3080ti back in, which went straight to x16, and also got my son's 4070 in, which ran x16. Could this be a reporting error or just a 50 series issue?
