You mention that because of the performance it offers, the 4090 stands out as the top choice among the 4000 series. Others are just reduced versions that don’t match their price tag well, except for the entry-level 4060. It’s a personal preference, but this is the first time I’ve heard anyone call it a poor value. Sure, it’s expensive, but it’s worth it. Your system specs look normal. When the crash occurs, check the temperatures with a malware scan—maybe not malware, just to be sure. Look at HWMonitor beforehand to spot any oddities. I think you should consider borrowing a GPU or getting a new one instead of upgrading your whole PC. Everything you’ve tried seems to point to the same issue, and the GPU might be faulty. It’s unclear if game engines are involved, but something is affecting it in certain games. Since the 5000 series are expected to offer better performance for their price, now isn’t a good time to experience GPU problems.

From what I've observed, the 4090 performs better at 20-30 fps than the 4080 Super, though it costs roughly $800 more when considering the cheapest compatible cards. The improvement in price versus performance isn't very significant. Still, it does offer a decent value compared to other budget models.

The processor typically runs around 50s and the GPU around 60s. No malware detected.

I'm only unsure about purchasing additional components because I've already upgraded my RAM and SSD. If that doesn't work, I'll switch to a new power supply or GPU. At that stage, I'm already planning to buy a fully updated PC, so I feel justified in getting the newest options right away.
