I believe I finally understood what was happening. Speedtest.net only displays speeds around 140-180 Mbps DL, whereas other sites show me 300-400 Mbps. The main change I made was installing the newest LAN drivers and adjusting a strange Windows 10 setting that controlled bandwidth allocation between 5% to 100%.
