I'll adjust the commands (roughly, I might hit my mark somewhere). Begin by launching CMD with admin privileges, then add the package at C:\LP-EN\lp.cabbcdedit, set the locale to en-UKbcdboot in %WinDir%, and proceed to regedit. There, locate HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\MUI\UILanguages and remove nl-NL or nl-BE.
