You can probably move your Windows license from one computer to another. There are many activation choices available. If you're using brand-new hardware, you'll either need the original key or connect the same Microsoft account to both installations before switching. You don't have to worry about activation until after you've installed and started using Windows.

You can install without a key, and use trial for 30 days. Using it after 30 days without purchasing key is equal to piracy. It's paid software, and while they don't actively block unauthorised use, it doesn't mean you shouldn't get license.
