It explains the configuration clearly. The CPU voltage is set to the same value as the system's voltage, and the SOC voltage corresponds to the RAM voltage. It seems straightforward once you understand the setup.

I understand your point, though some people have different opinions. It looks like the vcore is fixed and changes only with frequency. The dynamic vcore needs to be adjusted to a standard level for the SOC to function properly. In real terms, this concept is still unclear to me.
