Start by removing the cat to prevent further harm. Regarding your problem, if you changed the motherboard and CPU, there are only three possibilities: 1) You might have made a mistake. It’s possible you overlooked something simple. Try again when you’re calm and no cat is nearby. 2) The RAM could be the issue. Make sure it’s not damaged. 3) The PSU might be faulty. Verify your cables once more. If you notice a short with a multimeter, check the power-on voltage on the CPU cable. As mentioned before, you can also test if the CPU is heating up even when it doesn’t post.
I'm using a simple bench to check the post. The CPU isn't connected to a cooler, just one stick of RAM. No GPU. The PSU is feeding power through a 24-pin motherboard cable and CPU cables. I tried a rubber eraser on the CPU but didn't get any results. The RAM seems to be working—it lights up and stays lit, and both CPUs stay cool.
