I believe it could be steam. Some of my friends are facing the same issue with random games, such as one struggling with Don't Starve and another with PayDay 2.

do you have any files saved from the workshop? have you checked your game cache? make sure your Skyrim and Don't Starve are up to date. I haven’t seen any CSGO skins or maps, so I’m not sure how to resolve that. Usually, a quick copy-paste to the desktop and then switching back to the Steam folder helps with cache issues. Logging out and logging back in also works for me.
