I recently installed a new computer to swap out my old one, since I planned to handle more intensive tasks like unity, unreal engine, and blender. However, windows seems to be having trouble making the most of the extra hardware. I transferred all my drives, including the boot drive with Windows 10 64-bit, from my previous PC to the new system. Previously, I had an 8-core i7 9700K, but upgraded to a 16-core Ryzen 9 5950X. Yet, windows is only using four of those cores, while the remaining twelve are present as the BIOS and Ryzen Master detect them—though the Ryzen Master claims nothing is being done. Additionally, I upgraded my RAM from 32 GB to 64 GB, but windows is still only utilizing 32 GB (the Task Manager lists it as 64 GB, though I’ve uninstalled old drivers and installed the latest versions). I also performed an M.Flash on my motherboard, yet it hasn’t made a difference. My old PC had an i7 9700K, 32 GB RAM, Gigabyte Z390 UHD, and an RTX 2080 Super; the new PC features a Ryzen 9 5950X, 64 GB RAM, MSI Magma X570 Tomahawk Max Wi-Fi, RTX 3080 Ti, and a 850-watt PSU. If you know what’s going on or how to resolve it, let me know so I can get this working smoothly.

It seems your BIOS configuration is incorrect and you're missing unused 12 cores. Try resetting the CMOS. This might be due to an older Windows version running on an outdated Intel chip—please reinstall it completely and also add AMD chipset drivers.

This change also explains why a new Windows setup is advised after switching CPU makers... it might be possible, but it’s not certain.

Alright, understood. It works best when you stick with the same vendor since the chipset remains consistent. Changing vendors is quite challenging. You might consider removing all previous hardware through Device Manager and enabling hidden devices, but a clean installation is ideal.

Because MsConfig was applied on the previous system restricting resources, you must now input it again and disable the specified settings.

Wishing you a joyful holiday season! Make sure to install the newest chipset drivers from AMD's site, the latest motherboard BIOS, the most recent GPU drivers, all the ones from IOBit Driver Booster, the AMD chipset Notifier from Uncle Carey, and more. Run sfc /scannow as well.
