Sorry but it's really late in my country, I should even be awake right now However, I'll try to guide you through the easy steps so that you don't get lost. Okay, to it: I suppose you do know how to restart your computer, in case you don't, it's usually another option right next to "Turn off" (that assuming you turn off your pc from the operating system and not from a physical button). To check the game's integrity, fo to your steam library and right-click the game, then Properties > Local Files > Verify Integrity of Game Cache. To reinstall the game, right click again on that game and choose "Delete local content", then click again the big blue "Install" button under the name of the game. To run the game with administrator permissions, you'll have to find it in your files directory (usually wherever you have Steam installed > steamapps > Common > Skyrim), then right-click the .exe file and choose "Execute as administrator".
