I identified the issue as a bottleneck by analyzing the specifics of your setup. I checked the power supply model beyond just its wattage and rating. I also looked at your gaming experience—what titles you play, their settings, and resolution—to see where performance might be limited.

I don’t understand why it’s a bottleneck, that’s all I can think of. My PSU model is SP-SS620M silver power 620W. The games I’m playing right now are Rust, Lethal Company, and League of Legends at 2560x1440, with medium settings.

These games at that setting should run smoothly on your system. There might be an issue with the power supply unit. You could try running "Open Hardware Monitor" to check temperatures during gameplay. Also, consider using DDU and reinstalling your display drivers.

People are already breaking down the term bottleneck… it seems you don’t have one. A bottleneck occurs when a single part works much slower than others, reducing the system’s overall efficiency. When your CPU and GPU perform similarly, you’re likely in a balanced setup—no bottleneck here. The real problem might be elsewhere. I’d suggest starting with drivers and checking for Windows updates. Once that’s resolved, pinpointing the issue should become clearer.

Just reinstalling Windows seems like a straightforward fix. When was the most recent time you did that? Because without knowing what you've installed or visited, resolving issues becomes difficult. Reset everything and check the results.

Windows runs smoothly, I’m using Windows 11 Pro, last update was about a week ago with drivers. The PSU is quite old, but I’ve ordered a replacement that’s in progress—maybe that’s the issue. All data comes from the Hardware Monitor.

No, I didn't download the chipset drivers from the motherboard website.

I put all components from an MSI hub in place, and it began to work right as I booted up the PC with the new motherboard

So then a brand new Windows, updated video drivers, and stuttering? By the way, go with HWInfo64 instead of HWMonitor. The monitor seems unreliable. What’s your FPS in any game? Choose one. Are those 1% and 0.1% lows falling far beyond what’s typical? In short, medium settings should run smoothly even at 1440p—I’d expect that. Rust might be tough, but the 3060 is just fine.
