I just finished setting up my PC and applied the Phantom Thermal Paste I used. Some folks are warning me it’s too much, and now I’m struggling to finish assembling it while downloading Windows feels overwhelming.

Don't stress too much. It's just enough, not overly much. If you ever need to take off the cooler, you might have to spend a bit more time cleaning the paste. Which one did you use?

that thermal past is non conductive so the amount you put on is fine there is nothing to worry about.

I just verified this on the paste. It’s safe to say no thermal paste got on the board, and all options are close enough that there’s nothing to worry about.
