My recommendations would be:
1) Boot priority should be UEFI first or Legacy first (choose UEFI only or both)
2) Windows boot menu UEFI selection impacts M.SI and some ASUS boards now
3) Secure boot and TPM 2 enabled
4) No other operating systems on the drive; Windows prefers being either first or just one OS installed

I found a solution. It seemed Windows was attempting to use the initial boot partition, not the one I set up during installation. After creating a second boot partition and relocating the Gentoo Linux boot file there, while keeping Windows on the first, it resolved the issue. It might have also been related to a misconfigured UEFI or TPM settings. I've tried numerous fixes, but I'm still unsure of the exact steps. My dad's intuition probably played a role. Overall, both Gentoo Linux and Windows 11 are functioning well now. Thanks for your patience and assistance!
