The PC was crashing with BSODs upon startup, and the system is showing an error about a missing instruction in memory. Someone might need to check the hardware or use a restore point to fix it.

I can't directly boot into safe mode. I don't have access to another computer for that purpose.

Power on into the recovery mode. Navigate to the advanced settings and select the command line. Enter "sfc /scannow /offbootdir=C: /offwindir=C:\Windows" and press Enter. Allow the process to complete, which may take some time.

It wouldn't work that way? Just discard the restore from the desktop. There might be another issue at play.
