It's like, how do I turn off the caps lock key? It's a bit clunky to explain, but essentially, you need to press the "caps lock" key itself to turn it off. The computer will then recognize that it is no longer on.
There should be a VSync option that caps your frame rate to match your monitor’s refresh rate.
I’ve already turned that off, and my monitor is 144Hz; it was limiting it to 60fps.
Set your NVIDIA Control Panel refresh rate to 144Hz. Even if your monitor is set to 60Hz, GTA should still be able to run at over 60 frames per second.
