I have VSync enabled and my current monitor is 60Hz to address your question.

Surely kill your FPS of course.
This doesn't matter unless your hard drive is old.

Turn vsync OFF. No wonder.

I was curious about why it mattered since it would take me just two minutes to start GTA V and check it out, so I wanted to see what it did before diving in.

However, it might be adjusted to 50Hz in GTA V as well

I informed you of its capabilities, causing a significant drop in your FPS.

vsync wouldn't reduce my FPS by 30, it should keep it at 60
(screen tearing is not acceptable to me)

You won't experience screen tearing when using vsync disabled. I once shared this concern since some titles cause screen tearing without it. GTA 5 doesn't have that issue.
MSAA at level 8 provides a noticeable boost in FPS...
Other graphical parameters also contribute to your frame rate.
Extended Distance Scaling...
Grass Quality...
Reflection Quality...
Shadow Quality...
Soft Shadows...
Post FX...
Configure AA to MSAA x2. It performs well at 1440p. At 1080p, x4 MSAA could drop you 3-4 FPS; ensure TXAA is off and FXAA is on.
Adjust Extended Distance Scaling to 0%. This is nearly identical to the default setting.
Choose Grass Quality as Normal for smoother driving off-road.
Raise Reflection Quality to High—High is acceptable, though 4-5 FPS loss might be noticeable.
Increase Shadow Quality to High for a slight visual improvement, but High offers better stability at 8-10 FPS.
Make Soft Shadows Sharp for optimal clarity; it gives a 6-7 FPS edge over PCSS/CHS. Soft shadows are acceptable if you prefer the appearance.
Set Post FX to High for a 5-7 FPS increase from Very High and a 7-10 FPS jump from Ultra. Switching to Normal reduces explosion clarity.
These adjustments are the primary factors affecting FPS. Other options like Water and Shader Quality can be lowered for a decent speed gain, but they impact visual quality noticeably.
I suggest keeping both Shader Quality and Water Quality at Very High.
P.S. Post FX mainly influences explosions and Bloom effects. High provides a balanced improvement, while Very High and Ultra offer marginal gains but may not be worth the loss. It depends on your preference for Bloom. Try testing each setting with RPGs to see the impact. For Bloom, observe how objects appear in bright sunlight—switching settings can reveal subtle differences. Ultra and Very High are preferable for a smooth visual experience, especially when multiple explosions occur simultaneously. This can significantly affect FPS, so consider it carefully.]

frame scaling was off, but I adjusted MSAA and water reflection MSAA from 8x to 4x, which made a noticeable difference. Still, there were dips down to 55 and my FPS hovered around 70 to 75. The video I was watching had the same specs and settings, but it averaged 90fps with dips to 65. I’ll refer to Intransigent’s guide and try another follow-up.
