On my work PC the update to 2004 caused the start button to fail. We tried all fixes—repairing windows, using the system file checker, etc. It turned out the user profile was corrupted, like I didn’t realize. Now they’re replacing it with a new laptop so they can recreate that part. Things happen sometimes; just move forward and let it go.

They won't delete IE since older programs rely on ActiveX and servers with remote tools like iLO2 and iDRAC function well with it, keeping compatibility intact.
Only the Edge Compatibility feature functions since the previous version of IE relies on its runtimes and parts. Eliminating IE also stops the compatibility from working.
