Lately while attempting to open Windows, I encountered a black screen and a command prompt instead of the login screen. It came from Logon.exe and instructed me to press Ctrl+Alt+Del. When I tried that, nothing responded and the screen would flash repeatedly. It doesn’t seem to be a virus—I mainly visit YouTube and shopping sites—and I’ve checked all options in WINRE mode. I’m really confused and think I might need to reinstall Windows just to be sure before taking any action.

runas /username:admin cmd and press ENTER each line then ENTER DISM /Online /Cleanup-Image /CheckHealth and press ENTER DISM /Online /Cleanup-Image /ScanHealth and DISM /Online /Cleanup-Image /RestoreHealth

I attempted the command prompt codes but they didn’t function. What should I press when starting up since there are 10 options available and no clear instruction? If it’s for safe mode with or without networking, those don’t work together with the third choice (I misremembered its name). Please let me know if any of these ideas were close, so I can suggest an alternative. Thanks and have a great day!

It seems the Windows installation is severely damaged if it can't start or show properly in safe mode. Restoring from a clean install would be the safest choice.
