As I enjoy GTA V with modifications, a significant issue arises when encountering heavily populated areas – my frame rate drops to approximately 30 frames per second. Despite this, my central processing unit remains at roughly 40% utilization, and my graphics card operates around 60%. Could you explain why my frame rate is being limited?

Turn off triple buffering and vertical synchronization (both within the game and in your NVIDIA settings panel) if you’re using an NVIDIA card, though this may not apply to AMD graphics cards.

What is your RAM capacity in gigabytes, and what are you currently utilizing? Are frame limiting or VSync enabled?

My system has 16 gigabytes of RAM running at 2666 megahertz, utilizing approximately 8 gigabytes. Furthermore, I have now resolved the issue; it was a result of having vertical synchronization enabled, which limited my frame rate.
