The Ryzen 7 turbo boost reaches 4.1 ghz, but if you need higher speeds continuously would you need to raise the voltage?

Only when the OC isn't stable should you consider it. The lower the voltage you can maintain, the better.
However, the Ryzen 7 2700 manages turbo mode quite effectively. It might not be necessary to adjust the OC further.

It should be possible to maintain it within 1.4v, and at that frequency there won't be any issues.
