I recently purchased a 3700x and an MSI MPG X570 GAMING PRO CARBON WIFI. I noticed consistently high temperatures during idle (ranging from 44 to 60°C, mostly near 60) and voltage fluctuations jumping between 0.987 and 1.487 or 1.5 without any real idle state. The speed remained around 4.0Ghz constantly. I own a stock cooler with a decent fan curve, but so far these adjustments haven’t helped: turning off PBO, enabling Cool n' Quiet, setting the power plan to balanced or energy saver didn’t resolve it. I attempted to set the voltage to "normal," but my system doesn’t support that option (only Auto, Override, Offset, and AMD Overclock are available). I’m unsure what else to try or if there’s another solution. Please advise—this isn’t worrying at all, and thank you. HWINFO64 is the tool I’m using, and I also tested HWMonitor without success.

Only operating temperatures count. My i7 runs smoothly at 60-65°C.

Ryzen shows varying performance when not in use. You don't need to worry about power levels or low-speed temperatures, especially with Ryzen (at idle).
