1.4V is idle is fine. Use the Balanced power plan, there's literally no reason to use the High Performance one.

I understand your point, though it's not quite what you're asking. In short, only hwinfo and Ryzen Master can accurately track Ryzen voltage. Ryzen does enter a low-power state at high voltage, but with minimal current. When you apply load, the current increases and voltage decreases.
