Check HwInfo for real-time data on clock speeds during stress tests with Prime95, cpu-z, or similar programs.

Everything is good then, I think when it is idling, it has no reason to boost to 4.6ghz, and it saves some power too. Also just noticed that you misspelled MHz, 4650mhz is 4.65ghz.

In MSI Dragon Center, there is a Silent setting that reduces the clock speed to 1.7GHz. Included image attached.
