Remove drivers using DDU, restart, reinstall them, and then apply the NVIDIA control panel to set the GPU to maximum performance. Verify the changes again.

Thanks everyone, DDU seems to fix my driver problems now. It's functioning properly and achieving 150fps in GTA with high settings, everything is working fine.
