Yea there's more to a gpu than clock speeds lol. Why do you need a 3900x exactly? Workload? Bottleneck is always a thing, some workloads are cpu bottlenecked and others are GPU but in this case, what's your workload and why do you need a 3900x? Because if you're just gaming you're better off getting a 3600 and a better GPU as games don't scale up to 12 cores and the 3600 will perform similarly in games.
I spend a lot on gaming but also handle editing and animation, so I need a more powerful CPU. It's smart to future-proof too. For the GPU, I'm holding off until the new 3000 series drops, which should lower prices for the older models. I'm keeping you updated since I customized my GPU.
As mentioned earlier, a 3600/3700x setup might be sufficient for this task, but it depends on the project's size. If you're expecting ampere and big Navi, you should also consider Zen 3. That board won't handle a 3900x and will slow down the CPU.
