Hello. Please share your findings with anyone who has a DisplayPort cable, monitor, and multimeter. Check the resistance on pin 16 when the cable is unplugged from the PC but connected to the monitor. Determine if pin 16 connects to the metal D-shaped shield or the monitor chassis screws. The cable pinout for male DisplayPort is provided below. You’re measuring 100 kΩ on your monitor with 2.9 V while powered on. It seems unusual that a ground pin, meant for the AUX channel, appears unconnected. On your GPUs, pin 16 is linked to the metal chassis. Your Dell U2212HM manual also marks pin 16 as ground.
