Here's my question: I have a Ryzen 5 2600 overclocked to 4.0 GHZ and a Gigabyte RTX 2070 super gaming. My Black ops cold war settings are all set to the lowest, Nvidia reflex latency set to "enabled + boosted", no ray tracing and DLSS off (even with DLSS on there's no change in FPS). No FPS cap. Newest drivers installed for GPU. Both my GPU and CPU run at around 50-60 Celsius while playing and both hover around 55-60% usage. Even though I got around 200fps in modern warfare, I somehow end up in the 130-165 fps range in Cold war. With low GPU usage, I'm thinking it could be a CPU bottleneck. But, my CPU is also running at around 50% usage which confuses me. Perhaps it could be bad game optimization since it is pretty new. Any thoughts?

A 2600 processor would likely limit performance when compared to more powerful chips on the market. Expect lower frame rates in most games. 1080P generally depends on CPU power and clock speed across titles, though this can differ. The CPU usage is probably measured by core count—around 6-8 cores or threads at once—likely around 4 for the game engine and more for physics. Most bottlenecks will come from physics and the engine, but they often go together. Upgrading to a 5000 series AMD could significantly boost performance, maybe by 40% or more?

You mention getting around 130-165 fps in Cold War, which is acceptable. Is the game functioning properly? It might be due to a PSU problem. Resolution also plays a role; a 2600 with a 2070 super would perform better at 1440p since the game becomes more CPU-intensive. It's possible your CPU isn't powerful enough for the graphics card, but since it's running at 50-55, I'm a bit doubtful. If you believe your CPU is the limiting factor, upgrading might be necessary.

I'm mainly annoyed with my current FPS since I have a 165hz monitor, which means I'm not getting the full performance it could offer. I could consider adjusting the in-game resolution to 1440p just to test if the GPU gets more use, though many monitors are only 1080p. However, that might introduce some performance issues, so I might need to spend over $500 on a new motherboard and CPU.

I experienced significant performance issues on my CPU setup. With a 3700x and 3070, I’m stuck at around 85fps max. It seems like a general problem rather than just a GPU issue, though it’s similar to what I see in CoD. I updated all components except the graphics card. Now I’m using a 10700k with a new GPU, but still can’t exceed 85fps unless I lower the anti-aliasing. In the MSI Afterburner, cores 1-4 are unstable. My mouse feels sluggish mainly during movement and panning, causing engine stutters. VRAM usage is extremely high, which likely contributes to the strain. I attempted to reduce RAM usage by editing .infi files to 60%, but it seems my card is still affected since exceeding 3.5GB of VRAM causes problems in most games.

I own a 10400 6c/12t, MSI Ventus X3 OC 3070, a 1440p monitor at 144hz, and everything cranked to max at 1440p with RT disabled. I’m seeing 140-168fps. My upcoming I9 10850k should only improve things, so it shouldn’t be this bad. Your setup seems off.
