I've verified all connections, confirmed the RAM is clean and fully seated, and performed the paper clip test for the PSU—it works fine. When the RAM isn't connected, the issue persists, but the sound isn't related to the RAM.

Remove the board from the case. Attempt to start with only the CPU and heatsink connected, power linked to the motherboard. Use a screwdriver to short the power pins so it boots. If it still works, the problem is likely the CPU, motherboard, or PSU—most probably the motherboard or PSU. You then face hardware troubleshooting or need to send it to a repair shop for testing. If it boots and you see a RAM error, install new RAM and try again. After that, reinstall the board and reconnect the front panel headers. Make one adjustment at a time until the issue resurfaces.
