I'm really giving up, I've been trying this for days—re-seating the GPU, resetting BIOS, reinstalling drivers. Today I checked everything in the PCIe slot and noticed something, so I'm going to give it another shot.

The issue might be with the PCIe slot itself. Swapping the motherboard shouldn't solve it, so there could be another problem to investigate.

Most consumer boards have the X16 slot connected straight to the CPU. The CPU, motherboard, and GPU could all be involved. You haven’t shared any details for reference.

Start by cleaning the PCIe slot and GPU PCIe connector thoroughly with 99% IPA. Use a spray bottle to reduce the amount needed and help remove debris. For the GPU, simply apply a bit on a tissue and let it dry for a few hours. If the issue persists after cleaning, consider replacing the GPU with a cheap used one under $10 and test if it works. If it does, the problem is likely with the motherboard; otherwise, the GPU is probably fine. Share your CPU and socket details as well.
