It's a leakage current issue; the amperage is restricted. This prevents the breakers from tripping. Hot refers to being linked to a live wire, which isn't happening here. Connecting to live would cause a dead sensation, not tingling. Maybe @jonnyGURU can help clarify this?
I shared a video about my issue, sorry for the language issues. The static I see on the graphics card and processor seems normal.
Avoid touching the parts, as passing the stray current could damage them; ensure they're safe from contact while they're not connected to the power source
