I just found this while trying to figure out the necessary upload speed for 720p. The link you shared provides detailed information, including instructions on configuring OBS settings. It’s a well-crafted spreadsheet, so I’m giving credit to the creators. Those new to streaming or planning to start will likely find it useful. When I relocate and get a better internet connection, I’ll revisit this page (16mbps connection recommended). PS—no promotion of the developers.

It's accurate that little progress seems to exist on Twitch. Amazon bought them a while back, yet improvements haven't materialized. I believe the shift to 60fps streams coincided with YouTube adding that feature.

Other factors also influence performance. High-end models like 2600k and 4790k run differently even when using identical clocks.
