Has anyone faced an issue with Windows 10 where icons change to a black background when you hover over them? Is it like the icon itself turns black rather than the whole screen? The only temporary fix I found was restarting File Manager. Once I switched to Windows, I moved all my photos and videos to my phone because I didn’t have much space. I also tried reinstalling drivers and updating Windows, but it keeps happening no matter which drive I use. With new installations, it seems either I’m unlucky with faulty drives or Windows 10 is problematic.

Yes, the Start Menu appears as black on Windows.

Icons on the desktop appear normal, they don't turn completely black. When you hover over one, a subtle blue glow surrounds it, making the area look like a dark square behind the icon, similar to how the background fades in that spot.

I’d begin by removing the outdated graphics card drivers, then install fresh ones, and finally run stress tests on the card. Any unusual behavior would point to the issue’s location.

Already removed and added drivers multiple times; Windows has also been reinstalled several times.
