Generally I don't see it, but while working in Unreal Engine I frequently reach this boundary, particularly when constructing or rendering levels. Since this rig was designed for that use case it becomes quite bothersome. I plan to replace it with a Corsair H100 I have available tomorrow and check the impact. I've already reduced clock speeds and can run at under 4.2ghz without exceeding 70°C, though the throttle still kicks in occasionally.

The CPU temperature is not the problem. It is a sensor on your board that is triggering this. It could be that your motherboard is not capable of fully powering your CPU when running loads like Prime95. It could just be a defect in your individual board or it could be a limitation of all Gigabyte boards of the same model. Maybe it is a bad batch of boards where they sourced some insignificant component from a different supplier than usual. It is one of those obscure problems where it can be difficult to get a manufacturer to take responsibility for. Hopefully you can find a solution. It would be nice if they replaced your board.

I added the H100 and verified your point—it isn't just a temporary fix. I kept the block against the CPU, stayed idle at 90°C, and didn’t see any throttling. The issue seems to lie with the motherboard.

Sorry for the slow reply, work and university kept me occupied this week. I placed an order for a new motherboard on Monday—a AORUS Z390 Ultra—to swap out my old Gigabyte Z370HD3. It turned out to be a smart choice. The temperature problems are now gone, and the CPU is running Prime95 continuously without any throttling, staying steady around 70°C at 4.7ghz. I picked the Z390 because it offers three M.2 slots (up from one on my previous board) and provides solid, reliable CPU power and VRM for the price of £240. Thanks to everyone for your help; last time I thought it was a cooler issue.
