Ensure bios is set as default. Navigate to bios, reset settings, restart, and verify using HWInfo with sensor data plus CInebench R23. HWInfo provides real-time clock speeds.

This generally indicates your cooler isn't sufficient, it should be cleaned, reattached, or replaced.
Do you have cooling for the VRMs? Consider small heatsinks near the processor. One above and another positioned to the left of the processor socket.
They require airflow; many tower coolers have the fan mounted too high to effectively cool them.
