During stress tests my CPU slows down near 90°C. Is this typical behavior, or does Intel’s specifications indicate throttling occurs at lower temperatures rather than the actual maximum temperature?

CPUs and GPUs both slow down almost uniformly as temperature rises, regardless of the setting. In reality, even at 50°C they're still constrained by heat (assuming other factors are optimal). That's why serious overclockers target temperatures below ambient or near freezing. While 90°C isn't exceptional, such high heat is typical for power-hungry components. In the worst case, you might see some chip wear after 5 to 10 years.

That assumption might not hold if you adjust throttling settings in the BIOS. The idea is that your chip starts throttling at around 90°C, but the default Intel/BIOS limits it to that point. Even without overclocking, your CPU only reduces performance by up to 1% when all components—CPU, cache, and FPU—are fully loaded.

The two references vary greatly in their perspectives. It’s unclear if Intel adjusted the tjmax figure post-launch, and it’s unlikely such a correction would appear on a reputable site like TechPowerUp unless it was widely reported.

Essentially high temperatures reduce clock speeds simply due to thermal constraints. Usually around 1.2v and below you're most affected, but performance drops less than 100c. Most boards will slow the CPU at 100c, so I think a 90c throttle is either manually adjusted or comes from a thermal limit adjustment above 90c.

It's due to the wattage variation. The higher wattage model 12900K has a greater thermal tolerance thanks to its frequency. Imagine increasing the power ceiling on your GPU. When you stay connected to that thermal boundary, it scales along with the power. That's the full picture.

I'm not sure. This could easily slip past attention, no one would suggest pushing above 90C even with higher Tjmax. The 12900K has a 125W base and 241W max, while the 12900KS offers 150W base and 241W max—what are we discussing... Linking thermal and power limits on GPUs seems like poor design.
