I9-10980XE reduces speed to 1.2ghz once it powers off
This happens randomly whenever my PC shuts down and I restart it, causing the CPU to hover around 1.2ghz. Switching profiles in IXOU seems to help temporarily, but the issue persists. I've searched online, yet I still can't figure out what's behind this problem.
