With the same motherboard, if you're using an i9 10900k and only have the 8-pin CPU cable connected, you wouldn't need to connect the other 4-pin cable.

The 10900K performs better at lower voltages when operating above 5000 MHz, so don't let that figure intimidate you. This is your decision. You can configure these CPUs in any way you prefer.
