I've experimented with several 5GHz OC's but stability remains an issue. My setup includes:
Operating System
Windows 10 Home 64-bit
CPU
Intel Core i7 9700k @ 3.60GHz
RAM
16.0GB @3000mhz
Motherboard
Gigabyte Technology Co. Ltd. Z390 GAMING X-CF (U3E1)
Graphics
4095MB NVIDIA GeForce RTX 2070 (Gigabyte)
Power Supply
CS Series™ Modular CS650M — 650 Watt 80 PLUS® Gold
CPU Cooler
Cooler Master Hyper 212 EVO
I've adjusted the voltage to 1.27.1.35 following this guide and others:

All attempts so far have focused on this voltage change.
Any assistance would be greatly appreciated. I'm planning to rest now and look forward to your solutions for a stable setup.

What clock speed are you aiming for? Would you prefer starting with 'All Core Overclock'? I'm noticing the cooler temperatures aren't as high as expected.

1.35V serves as a stable base voltage for 5.0GHz on the latest models, which seems acceptable. I was really surprised when I noticed you're cooling a 9700K with an EVO 212, but you do it too. 😉
Does it really cause thermal throttling? I wonder if that's what's leading to your instability.

What I used from my previous setup was just recently upgraded, and I’m now considering an AIO. My case is compact, and I have around £100 for a 240mm unit, but I haven’t had the chance to place an order yet.

But would it slow down under load? If I were you, I’d set it around 4.5-4.7 during use with this cooler and notice solid performance after purchasing the all-in-one unit.

The highest temperature I observed came from a prime95 test reaching 96. However, when using cinebench or running at 5GHz with 1.280 cores, the cores remained stable for the longest duration. Eventually, worker 4 chose to reduce its usage to 7% under load, and 96 was the hottest point I saw, with an average temperature of around 70-80 degrees. I've mentioned this throughout the several hours I was monitoring.
