ram : look for an aftermarket cooler that maintains my i7 930's temperature at 4ghz overclocking. My budget is about $30.
2. can I boost my CPU speed by adding more RAM, or should I replace the existing RAM?

The problem is the Corsair A70 was quite large, nearly double the size of the Coolermaster Hyper 212 and capable of better cooling efficiency. Sadly, it was discontinued from production. Currently, I lack experience with how most coolers perform on that site. However, your i7 930 processor, which runs at 3.8ghz, likely has a TDP around 180 watts or more. This isn’t the cheapest option, but I’ve used the NOCTUA NH-D15 cooler in several builds and know it performs well with CPUs up to 4ghz. I’m not sure if I can confidently recommend something I haven’t tried before. If you have space, the Corsair H80I could also keep your CPU cool at 4ghz, though it’s still not the most affordable choice.

Uncertain about any more affordable option to keep your CPU cool for around thirty dollars, the Hyper 212 Evo could be a good choice. I had an i7 920 with a Corsair A70 cooler that managed to keep it running at 4ghz, but the cooler cost $80 then and is no longer available.
