The minimal CPU activity probably stems from hardware limitations, and there’s little you can do about it. Restart the BIOS to verify and look for any available settings, but this issue is typical on devices like this. Running lighter tasks or a single-threaded operation should increase performance.

Essentially indicates a low-performance processor and I expected better results. It looks like I misjudged and ended up with something closer to a standard desktop model rather than the high-end specs I was hoping for.

Task Manager shows low utilization when the CPU is busy, suggesting throttling. Close Task Manager and HWiNFO, then try ThrottleStop 9.6—it helps diagnose and resolve these issues. https://www.techpowerup.com/download/tec...ottlestop/ Review the FIVR and TPL windows to understand BIOS settings. Capture a screenshot of ThrottleStop’s main screen with the Limit Reasons window active while Cinebench runs. The window will highlight power or voltage regulator throttling. Sometimes it’s just a BIOS configuration problem; your BIOS is 5 years old—check HP’s site for updates.

Clocks reach their limit per core while the PC is idle, but they don’t behave this way during heavy usage. That’s typical. I’ll follow the same approach when I have more time.

4.6ghz is just a single-core boost. 4.3ghz across all cores works well under heavy load, actually, the more demanding the workload, the slower the clocks tend to be since you need to energize more of the processor.

Normal behavior sees lower clock speeds when all cores are running. The throttling displayed by the Task Manager isn't typical. Share ThrottleStop metrics during quieter times.

Your boost frequency is expected to fall to around 3.2GHz after the PL2 phase ends, which is about 28 seconds from now. Yet you’re not seeing that level of performance, and it’s dropping further to just 32W. This suggests something more is affecting your system than just power limits. Based on what I understand, the VRMs on your motherboard might be throttling due to excessive heat, limiting how much power they can safely deliver. Could you provide a photo of the internal components? That would help us assess the cooling situation.
