I just resolved the same problem. What cooler are you using? The spikes keep happening no matter what you cool it to—it's fine. My CPU stays around 26-28°C and then suddenly jumps to 10-20°C, but it drops back down quickly. No need to worry about that.
I'm sorry to end this discussion, but I wanted to share that I was using a mediocre deep cool gamma archer when I began this thread. Later, I upgraded to a slightly improved model, the Corsair H100X, which helped a bit. However, I wasn't fully satisfied since I wanted better performance. Eventually, I purchased a new cooler and it made a noticeable difference, allowing me to extract more from the CPU. But I still experienced thermal throttling during Cinebench tests. My idle temps have dropped significantly, from around mid-40s to low 30s. I'm glad none of the other cores reached their maximum temperature during testing. In fact, after installing the new cooler, one core reached close to 92°C without throttling. After adjusting some BIOS settings, Core 1 is now hitting its temperature limit. Interestingly, my Cinebench score improved slightly—from 3357 to 3356 for reference, though I was getting between 2300 and 2700 when the CPU was unlocked.
